Project development process
The plans, specifications and estimate (PS&E) development phase of a local government transportation project generally occurs after the following steps:
- Execution of the Advance Funding Agreement (AFA)
- Completion of other project initiation tasks
- Review of the 30% complete design in the preliminary engineering and design phase
The PS&E phase may run concurrently with the environmental compliance and right-of-way and utilities phases. However, proceeding with tasks concurrently before clearing environmental commitments initiates risk. The local government should coordinate with TxDOT district office staff early in the PS&E phase to proceed efficiently with design.
TxDOT district office project development staff are the primary points of contact for development and approval of engineering plans, specifications and estimates and releasing the project for construction.
