Project maintenance

Local governments and TxDOT district offices frequently cooperate in the maintenance of the state highway system. From a contractual perspective, this is done through a Municipal Maintenance Agreement or through an Advance Funding Agreement (AFA) for a specific project. The local government may assume all or partial responsibility for maintenance.

Federally funded projects

For federally-funded projects off the state highway system, the local government must assure that the project is maintained “satisfactorily” for the period of time specified in the AFA. TxDOT and the Federal Highway Administration retain authority to periodically review federally funded projects and assess the local government’s efforts to maintain the project as designed.
