Professional services

The local government may use a professional services provider for architecture, landscape architecture, professional engineering, or surveying.

Competitive selection process

Regulations require that local governments use TxDOT’s qualifications-based competitive selection process for the procurement of professional services for transportation projects involving state or federal funding or receive TxDOT pre-approval of any alternate process.

If the local government proposes to use an alternate selection process, it must be approved in advance and in writing by the applicable TxDOT district.

Debarred service providers

The local government is required to verify their professional service providers are not debarred by the federal or state government prior to contract award.
