Plans, specifications, and estimate development
The local government and its design engineer must incorporate TxDOT and FHWA design requirements in all design elements. TxDOT offers guidance materials, approved manuals, and standards for assistance.
Hydraulic structures
Hydraulic structures must be designed to provide proper drainage. Longitudinal barriers, including bridge rail, used to shield vehicles from potential hazards or work areas must meet national standards and crash test criteria.
Pavement
Plans must include proper design of long-lasting pavement to reduce construction and maintenance costs.
Closures and detours
Construction related closures and detours must be performed in accordance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
Specifications
The local government must adopt the latest TxDOT standard specifications, applicable special specifications and required special provisions or obtain TxDOT approval of alternate, equivalent specifications.
