Texas Federal Lands Access Program

The Federal Land Access Program (FLAP) was established in 23 U.S.C. 204 to enhance transportation facilities that provide access to, are adjacent to, or are located within federal lands. The program complements state and local resources for public roads, transit systems, and other transportation facilities, with a specific focus on high-use recreation sites and economic generators.
Any state, county, local government, or tribe that owns or maintains a public transportation facility providing access to federal lands is eligible. In most cases, the project should be located within 10 miles of federal lands.
