The Civil Rights Division promotes diversity and inclusion opportunities within the Texas Department of Transportation’s internal and external programs and operations by effectively working alongside TxDOT divisions, districts, and stakeholders to achieve civil rights-related objectives.
We are responsible for the administration of programs related to equal opportunity, affirmative action, and non-discrimination, and oversees the department’s Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), and Historically Underutilized Business (HUB) programs and activities. The division also aims to strengthen small businesses in Texas by promoting job creation and economic development through its regional outreach efforts and supportive services.
Division Director Michael D. Bryant also serves as the official coordinator and officer for TxDOT's civil rights-related programs: Title VI, Title II ADA/Section 504, Equal Employment Opportunity, Affirmative Action, and Disadvantaged Business Liason.
