Procurement Division Director

William Walsh serves as director of Procurement where he oversees the central purchasing office for the department which procures goods and non-professional services along with automated information system goods and services.

Walsh has more than 25 years of state experience which includes progressively responsible experience in large-scale public procurement and contracting operations, with deep expertise managing complex, highly regulated portfolios across multiple Texas state agencies. Walsh has successfully strengthened governance, improved review timelines, mitigated financial and operational risk, and supported agency program delivery through effective procurement strategy.

Prior to joining TxDOT, Walsh served first as the Deputy Director for two years and then as the Division Director of the Contracts Division for over five years at the Department of Family & Protective Services.

Walsh holds a master’s degree in counseling psychology from the University of North Dakota and a bachelor’s degree in psychology and sociology from the University of Texas. He is a graduate of the Governor’s Executive Development Program and holds both a Certified Texas Contract Manager credential and Certified Texas Contract Developer credential.
