Internal Audit Division Director
Craig Otto serves as director of Internal Audit, with a focus on providing assurance that TxDOT's business processes are designed and operating effectively to meet agency goals and objectives in operations, reporting, and regulatory compliance.
The division provides independent and objective assurance that is guided by a philosophy of adding value to improve the operations of TxDOT. The division employs a systematic and disciplined approach to evaluate and improve the effectiveness of TxDOT’s risk management, control, and governance processes.
Otto serves on the American Association of State Highway and Transportation Officials Internal Audit Practices Subcommittee and serves as the Peer Review Chair for the State Agency Internal Audit Forum.
Prior to joining TxDOT in August 2012, Otto worked at Price Waterhouse LLP, Kimberly-Clark Corp. and Dell Inc. He is a certified internal auditor and certified government auditing professional, and is certified in risk management assurance. Otto has more than 31 years of experience in accounting, finance, auditing, and business operations, and he has completed international business travel to 26 countries during those years.
Otto is a graduate of the University of Notre Dame with a bachelor's in business administration, majoring in accounting.
