Right of Way Division Director
Kyle Madsen serves as director of Right of Way.
Madsen is responsible for overseeing all functions of the statewide Right of Way Program. This includes the delivery of Right of Way projects to meet construction schedules, funding agreements, management of professional services contracts, the eminent domain process, the relocation assistance program, coordination of utility adjustments, the commercial signs regulatory program and the disposition of real property no longer needed for a state highway purpose.
Madsen's career in transportation began with the Office of the Attorney General's Transportation Division litigating eminent domain, inverse condemnation and contractual disputes for TxDOT. From the OAG, he entered the Right of Way Division’s Legal Branch and was promoted to Right of Way supervisor with responsibilities in the San Antonio and Laredo districts. He then became the director of statewide project delivery for the division.
Madsen is an experienced real estate attorney, licensed by the State Bar of Texas. He has a bachelor of arts from Texas A&M and a doctorate of jurisprudence from St. Mary’s University School of Law, where he was a member of the Phi Delta Phi international legal honor society.
