Authorizations and approvals

On December 17, 2024, the Texas Transportation Commission (TTC), in Minute Order 116850, authorized the issuance of a Request for Qualifications (RFQ) to design, construct, and maintain the SH 99 Grand Parkway Segment B-1 Design-Build Project in Galveston and Brazoria counties. TxDOT is seeking qualifications statements (QS) from teams interested in entering into a Design-Build Contract (DBC) in response to the RFQ. The Project consists of four new SH 99 tolled lanes (two in each direction) for approximately 14.0 miles, from FM 646 to south of FM 2403. Improvements include two direct connectors at the SH 35 interchange, and approximately 5.9 miles of non-tolled operational improvements to SH 35.

TxDOT held an Industry Workshop on January 16, 2025, at 1:30 p.m. (CT) with industry partners to share information related to the development, procurement, and implementation of the SH 99 Grand Parkway Segment B-1 Design-Build Project. The workshop was held in-person in the Houston District Auditorium located at 7600 Washington Avenue, Houston, Texas 77007. Attendance was not mandatory, and interested parties will remain eligible to submit a QS if they did not attend the workshop.
