The virtual public meeting will be available starting on Tuesday, Oct. 10, 2023, by 5 p.m. on this webpage. The virtual public meeting will consist of a pre-recorded video presentation and will include both audio and visual components.

Please note that the presentation will not be available on the website until the time and date listed above. If you do not have internet access, you may call 713-802-5254 between the hours of 8 a.m. to 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. Formal comments may be provided by mail or email as explained below.

In-person details

TxDOT is providing an in-person open house option for individuals who would like to participate in person, instead of online. In-person attendees will be able to view the same pre-recorded presentation as posted online, review hard copies of project materials, ask questions, and submit written comments. In-person meetings will be held at two locations, but the information shared at each will be the same.

Purpose The Texas Department of Transportation (TxDOT), Houston District, is proposing design changes to the approved alignment of SH 99 from SH 288 to I-45 in Brazoria and Galveston Counties, Texas. Since the release of the Final Environmental Impact Statement (FEIS) and the Record of Decision (ROD) in 2016, design changes have occurred between I-45 and FM 2403 that would require a Re-evaluation. In addition, TxDOT is providing the public an opportunity to discuss and comment on the improvements along SH 35 from North Gordon Street to Steele Road in Brazoria County, Texas.
Description

Since the approval of SH 99 Segment B FEIS and ROD in 2016, the design has progressed, and land use has changed along the corridor which triggered changes in the design shown in the ROD. A summary of the design changes include: two diamond interchanges and four overpasses would be added between I-45 and SH 35 on the new location portion of the project, a shift of the FEIS alignment to the north along a Draft EIS alignment between Hobbs Road and Calder Road to avoid homes built on FEIS alignment, update the direct connectors and main lane connections at SH 35, design modifications at the BNSF RR and the inclusion of approximately 43 stormwater detention ponds along the Grand Parkway Segment B1 project limits. The total project length covered under this re-evaluation is 13.8 miles, which also includes approximately 169 acres of newly proposed right-of-way to accommodate the design changes. Since the approval of the FEIS and ROD in 2016, one new commercial property (Take 5 Oil Change) was built within the alignment of Grand Parkway and therefore may be displaced. This is the only potential displacement. There are no potential residential and/or commercial displacements anticipated as a result of the design changes.

Roadway improvements along SH 35 are also proposed and would be constructed within the same schedule as SH 99 Segment B-1. Pairing the projects together would reduce contractor conflicts, decrease impacts to the traveling public, avoid future design changes, and would expedite construction. Therefore, TxDOT is giving the public an opportunity to discuss and comment on the improvements along SH 35 from North Gordon Street to Steele Road in Brazoria County, Texas. This project proposes the installation of elevated SH 35 main lanes within the existing grassy median of the facility and the intersection improvements at FM 528 and Wheeler Rd. The project would also reconstruct the existing SH 35 lanes to serve as frontage roads. The length of the project is approximately 1.33 miles. The proposed roadway improvements would require approximately 1.69 acres of right-of-way (ROW). Although the proposed SH 35 project would require additional right-of-way, no displacements are anticipated to occur.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the SH 99 project and the proposed SH 35 project are on file and available for review Monday through Friday between the hours of 8 a.m. to 5 p.m. at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007. Project materials are also available online on this webpage. These materials will also be available in hard copy form for review at the in-person option.
