On October 30, 2014, the Texas Transportation Commission (TTC),by Minute Order 114096, authorized and directed the department to issue request for proposals (RFP) to develop, design, construct, and potentially maintain the SH 99 H&I project.

RFP documents
On April 30, TxDOT issued the RFP, which included an option for the addition of lanes on the west end of Segment H. The RFP documents, which include the original and 8 addenda, are available below.
Note that the Comprehensive Maintenance Agrement (COMA) is replaced with a Capital Maintenance Agreement (CMA) in Addendum 6. Also, with the issuance of Addendum 3, the Technical Provisions (TP) Attachments 19-1 and 19-2 were combined into a single Attachment 19-1 and TP Attachment 19-3 was renamed as Attachment 19-2.
