Utility relocation or ROW purchase for TxDOT projects

State Infrastructure Bank (SIB) - Transportation Loan Program

The SIB can be used for any required utility relocation or ROW purchase for TxDOT projects. Eligible costs include:

  • Estimated utility relocation or ROW cost
  • Betterment
  • Contingency
  • Elective work, pending TxDOT review

Additionally, if an applicant is providing the funds to TxDOT for their contribution for a utility relocation (joint bid) or ROW purchase, the SIB can be used to meet that obligation under the advance funding agreement.

Elective utility relocation: the SIB can only be used for elective utility relocation work (not required for a TxDOT project) if that utility relocation work is being done in conjunction with another eligible transportation project. The SIB cannot be used for a standalone utility project.
