Percentage of highway infrastructure contracts completed on time
Percentage of construction contracts completed within 10% or less over the contract time frame. The on-time completion of contracts is an essential element in determining TxDOT’s efficiency in delivering construction projects.
The percentage of highway infrastructure contracts completed on time is the number of construction contracts completed on time divided by the number of projects completed in the fiscal year.
On time is defined as contracts completed within a timeframe of 10 percent or less over the number of days allowed. The number of days allowed is the awarded days for the contract plus additional days granted due to change orders with time extensions.
The blue and orange line in the graph includes approved time extensions requested by third parties.
The gray line includes all approved time extensions (both third party and internal).
Note: This measure does not include alternative delivery type projects, such as design-build and/or concession projects, which have different contracting models than traditional design-bid-build projects.

Percentage of construction contracts completed within 10 percent or less over the adjusted contract amount. The completion of construction projects within budget is an essential element in determining our efficiency in delivering projects.
The percentage of highway infrastructure contracts completed on budget is the number of construction contracts completed on budget divided by the number of construction contracts completed in the fiscal year.
On budget is defined as contracts completed within a cost of 10 percent or less over the adjusted contract amount. The adjusted contract amount is the awarded contract amount plus the total amount due to change orders.

A+B bidding: helping TxDOT deliver projects efficiently
Accelerated Construction techniques help us deliver important projects quickly and efficiently. One of these techniques is A+B bidding.
Traditionally, we set the number of days a contractor must complete a construction project. With A+B bidding, we allow the contractor to bid the number of days for project completion.
A dollar figure is established from the traffic conditions on the project that represents the cost to the public for each day of construction. When the contractor bids the project, this daily cost is multiplied by the number of days the contractor commits to project completion. That cost is added to the contractor’s total bid. Therefore, a bidding advantage is realized by contractors who can complete the project faster and help us minimize the impact to the traveling public.
In fiscal year 2024, TxDOT let 11 projects using A+B bidding for a total of $2.715 billion in construction. In total, 2,121 days of construction were saved on these projects compared to the maximum allowable project duration. This is an average of about 152 fewer days of construction for each of these projects, or around 5 months less construction for the traveling public and 5 months more for the public to use a new or newly enhanced facility.
