Direct transportation expenditures

Measurement of funds spent on transportation costs, excluding support services. As a state agency, TxDOT must be a good steward of its resources and promote fiscal responsibility by maximizing funding of highway infrastructure.

The percentage of expenditures going directly to transportation remained consistent and continues to remain very high in 2023.

Direct transportation expenditures are the ratio of funds spent toward direct strategies to total funds spent, or direct plus indirect strategies.

Indirect strategies excluded from direct transportation expenditures are:

  • Central administration
  • Information resources
  • Other support services

All other funding strategies are direct.

DBE attainment

Measurement of how much federal-contract funding goes to Disadvantaged Business Enterprises. The DBE program ensures that federally assisted contracts for highway, transit, and aviation projects are made available to minority or women-owned businesses and socially and/or economically disadvantaged people.

Total DBE attainment was lower in federal fiscal year 2022 than in 2021.

DBE attainment is the ratio of dollars awarded or committed to DBEs to total dollars awarded in prime contracts under two categories:

  • Race conscious: Programs that focus only on assisting DBEs
  • Race neutral: Activities or programs that benefit and assist all small businesses equally, including DBEs

Example: $100 awarded under race-conscious programs with DBE businesses on federally funded contracts and $1,000 in total dollars awarded in prime contracts on federally funded contracts equates to a DBE Attainment of 10 percent.

HUB attainment

Measurement of how much state-contract funding goes to Historically Underutilized Businesses. The HUB Program was created to promote full and equal procurement opportunities for small and minority- and women-owned businesses.

HUB attainment in state fiscal year 2022 was higher than in 2021 for all categories except Professional Services.

HUB attainment is the ratio of dollars spent with HUBs to total dollars spent with all businesses under six categories:

  • Building construction
  • Special trade construction
  • Professional services
  • Other services
  • Commodities
  • Heavy construction*

Example: $100 spent with HUB businesses for state-funded building construction contracts and $1,000 in total expenditures on state-funded building construction contracts equates to a HUB attainment of 10 percent.

*TxDOT’s heavy construction projects are exempt from the HUB program under Texas Government Code §2161.004. TxDOT instead uses federal DBE goals.

Alliance Program: helping disadvantaged business enterprises

TxDOT’s Alliance Program works to increase the participation of disadvantaged business owners in the highway construction industry. It does so by providing Disadvantaged Business Enterprises with firm-specific training and guidance to help them become competitive within the highway or construction industry.

The program provides networking opportunities, project-matching assistance between subcontractors and primes, and access to training in the areas of business development, business management, and construction management. Services include:

  • Classroom and workshop components.
  • Technical assistance.
  • Vendor events.
  • Industry partnering at the local, state, and federal levels.
