Authorizations and approvals
On March 30, 2006, the Texas Transportation Commission (TTC) authorized, in Minute Order 110468, the issuance of a request for qualifications to develop, design, construct, finance, maintain, and operate the NTE project.
On January 10, 2007, TxDOT held a pre-Proposal Workshop.
RFQ documents
Seven proposer teams submitted qualification statements (QS) by the RFQ deadline of March 15, 2007. On July 25, 2007, TxDOT announced the short list of the most qualified teams.
