On July 30, 2026, the Texas Transportation Commission, in Minute Order 117235, authorized the issuance of an RFQ to design and construct the NHHIP 3C-2 Project (Project) in Harris County. The Texas Department of Transportation (TxDOT) is seeking qualifications statements (QS) from teams interested in entering into a design-build contract (DBC) in response to the RFQ. The Project includes realigning and reconstructing eight mainlanes and addition of four non-tolled managed lanes on Interstate 10, widening and realigning six to seven mainlanes on Interstate 45, and realigning and reconstructing eight mainlanes on Interstate 69.
TxDOT issued the original RFQ on August 14, 2026. There was one subsequent addendum. The documents are available below.
