US 181 Harbor Bridge Replacement - request for qualifications (RFQ)

Authorizations and approvals

On February 27, 2014, the Texas Transportation Commission (TTC), in Minute Order 113853, directed the department to issue requests for qualifications (RFQ) to compete for the US 181 Harbor Bridge Replacement Project public-private partnership agreement.

The TTC issued Minute Order 113910 on April 21, 2014, which required the inclusion in the RFQ of the potential requirement that the developer carry costs incurred under the CDA beyond the completion of the project; and that the department, at is option, is authorized to include the same requirement in the CDA for the Harbor Bridge Project. 

A Harbor Bridge Industry Tour was held on April 22, 2014 in advance of the release of the RFQ. 

TxDOT received and evaluated qualification statements from seven proposer teams. On June 27, 2014, TxDOT announced the short list of teams to submit detailed proposals.

  • Harbor Bridge Constructors (Walsh Infrastructure, LLC)
  • Habor Bridge Partners (Kiewit Development Co./Kiewit Infrastructure South Co.)
