The Texas Transportation Commission (TTC) issued Minute Order 113976 on June 26, 2014, which authorized and directed TxDOT to issue a request for proposal (RFP) to develop, construct, maintain, and at the department's option, finance the US 181 Harbor Bridge Replacement Project.
