Qualifications-based selection
TxDOT uses qualification-based selection to procure engineering, architectural, and surveying services. Under QBS, TxDOT selects firms based on their qualifications. We do not ask or make any selection based on cost. Cost is negotiated once a firm is selected.
The Professional Engineering Procurement Services Division is responsible for procuring EAS services for transportation projects through professional service contracts. To serve the contracting needs of the department, PEPS has eight service centers located across the state.

Doing business in Texas
A firm must be registered with the Texas Comptroller of Public Accounts, and as required, with the Texas Secretary of State’s office to do business in the state of Texas.
