TxDOT uses qualification-based selection to procure engineering, architectural, and surveying services. Under QBS, TxDOT selects firms based on their qualifications. We do not ask or make any selection based on cost. Cost is negotiated once a firm is selected.
The Professional Engineering Procurement Services Division is responsible for procuring EAS services for transportation projects through professional service contracts. To serve the contracting needs of the department, PEPS has nine service centers located across the state.
The following are Texas state laws and rules governing qualifications-based selections with TxDOT:
- Texas Government Code, Chapter 669, Subsection 669.003
- Texas Government Code, Chapter 2254, Subchapter A
- Texas Government Code, Chapter 2161, Subsection 2161.252
- Texas Administration Code, Title 43, Part 1, Chapter 9, Subchapter C
