TxDOT defines a local government project as a transportation project in which at least one phase of project development is managed by a local government agency for which it is being reimbursed with federal or state funding. It also includes a locally-funded project managed by a local government on the state highway system.


The phases of project development that may be managed or performed by a local government may include:

  • Environmental
  • Design
  • Right-of-way acquisition
  • Utility relocation
  • Construction

Each phase contains many individual steps, which may be unique to a specific project. Many phases are sequential while others can be performed concurrently.

  • Municipalities
  • Counties
  • County and regional toll authorities
  • Regional mobility authorities
  • Metropolitan planning organizations
  • Some private entities


TxDOT maintains oversight responsibility for all activities performed by the local government.
