Federal and state procurement thresholds

Procurement thresholds determine what action is required based on the estimated cost of the item being procured. If an item is estimated to exceed a certain amount, it is important for the subrecipient to ensure they comply with that threshold’s requirements. If your purchase exceeds the procurement threshold, PTN must give concurrence to the procurement prior to the issuance of a solicitation.
Therefore, when conducting a transit-related procurement within the state of Texas, the procurement thresholds are the following:

The subrecipient shall furnish TxDOT with the intent to issue a formal solicitation in the following situations:
- Professional Services: In accordance with Texas Government Code § 2254.003, when seeking individuals that fall into this category, the selection and award process must be based on demonstrated competence and qualifications; and for a fair and reasonable price. Typical professional services procured by transit districts include architects, engineers, and certified accountants. - When the amount of the independent cost estimate meets or exceeds the Texas Acquisition Threshold, (also referred to as the Simplified Acquisition Threshold) currently valued at $250,000.
