Disadvantaged business enterprises

The purpose of the DBE program is to ensure nondiscrimination in the award and administration of federally funded projects. A DBE is defined as a small business that is at least 51% owned by socially or economically disadvantaged persons. 

When using federal funds for capital projects exceeding a million dollars, TxDOT requires the subrecipient to select a contract specific DBE goal. Establishing this DBE goal is important to confirming the department is meeting our overall DBE goal. For more information, see the DBE program rules and regulations document in 49 CFR Part 26. Once a DBE goal is established, TxDOT PTN monitors for compliance with the DBE program and monitors the project to ensure compliance with the established subrecipient’s DBE goal. TxDOT’s goal methodology for public transportation contains more information about our current DBE program.
