Statewide Active Transportation Plan

With the help of Texans, the Texas Department of Transportation (TxDOT) developed a comprehensive Statewide Active Transportation Plan (SATP) to establish a unified vision for the identification and implementation of strategic active transportation priorities and policies across Texas through 2050.

Active transportation plans provide recommendations for improving conditions for bicycling, walking, rolling or other modes that are typically human-powered, non-motorized transportation, but may also include smaller electric-powered micromobility options such as e-scooters and e-bikes.

Development of the SATP kicked off in the fall of 2023 and concluded in the summer of 2025. TxDOT’s Bicycle and Pedestrian Committee (BPAC) provided support for the plan on July 25, 2025. In coordination with many plan partners, implementation begins in the fall of 2025.

Public and Stakeholder Engagement

Developing a plan as important as the SATP requires input from a variety of perspectives including:

  • Individuals of all ages throughout Texas who regularly use, aspire to use, or will rely on active transportation.
  • People who understand how active transportation influences lived experiences such as access to critical services, education and jobs.
  • Experts at the forefront of safety and design practices.
  • Groups that fund, design and operate active transportation and transit infrastructure, including cities, towns, developers, transit providers and TxDOT.

Successfully collecting these perspectives required robust engagement, including three rounds of public and stakeholder meetings, interviews with each TxDOT district, the launch of an interactive public engagement platform, and collaboration with community organizations, metropolitan planning organizations, local governments, and advocacy groups. The plan was guided by a Steering Committee, multiple Emphasis Area Work Groups and BPAC.

The input collected was used to identify SATP goals, document existing challenges, highlight effective strategies and prioritize activities for implementation.

Engagement efforts were conducted in multiple languages and formats, recognizing accessibility needs and the cultural and geographic diversity of Texas.

SATP Round 1: Goals and Priorities

From October to December 2023, TxDOT conducted its first round of outreach for the SATP, combining a virtual statewide public meeting with a series of in-person open house events. This first round of engagement played a crucial role in identifying plan goals and priorities and provided information about the lived experiences and transportation needs of Texans.

Ten in-person open house meetings were hosted in El Paso, San Angelo, Amarillo, San Antonio, Tyler, Houston, Brownsville, Austin, Waco and Dallas – strategically selected to reflect a cross-section of urban, suburban, and rural settings. In total, more than 4,800 individuals participated in Round 1 activities, including 861 electronic survey responses and more than 1,900 interactive map comments submitted online.

SATP Round 2: Challenge and Strategy Verification

TxDOT conducted a second round of outreach for the SATP in the fall of 2024 to validate preliminary challenges and strategies and expand awareness of the plan to new audiences.

Input was gathered at 32 people pop-up events and conferences at community festivals, sporting events and popular public spaces across the state.

TxDOT staff connected with more than 1,400 individuals at these events, many of whom were unfamiliar with the SATP but eager to learn how active transportation could enhance safety, health and mobility in their communities.

SATP Round 3: Priority Implementation Action and Draft Plan Review

During the summer of 2025, TxDOT hosted the third and final phase of engagement for the SATP to gather feedback on the draft plan and prioritize implementation actions.

More than 4,800 participants contributed their voices to the plan through surveys, small-group meetings and outreach events.

Priority actions identified for the next five years include enhancing data collection and reporting, identifying and investing in priority networks, leading an active transportation awareness and education campaign with partners, developing examples and trainings for the consistent application of active transportation, and leveraging resources for active transportation.
