Project overview

TxDOT is studying the SH 21 corridor in Hays and Caldwell counties from SH 80 to SH 130 to identify potential solutions to transportation needs along the corridor. TxDOT will analyze potential safety and mobility improvements to SH 21, such as adding capacity in each direction of the roadway and providing bicycle and pedestrian accommodations.

Along the 17.7-mile study area, the existing SH 21 configuration is primarily comprised of one lane in each direction, with alternating passing lanes, varying center-turn lanes and dedicated left-turn lanes.

The study will address future traffic demand based on population growth, environmental impacts and safety and accessibility improvements for rapidly growing communities.

Project development process

TxDOT plans to conduct an environmental analysis and develop schematic designs, which would provide potential solutions for future traffic demands and safety improvements needed within the corridor. The following describes how the project will be developed:

  • Analysis of constraints and development of conceptual roadway design alternatives
  • Environmental study and schematic design
  • Final design, right-of-way acquisition and utility adjustments
  • Construction

Public involvement

The purpose of public involvement is to share project information and updates, present proposed project information and collect public input from the community. Public input is a highly valued and important part of creating improvements to address transportation needs. TxDOT is committed to working closely with the community on all projects to ensure interested community members can comment, voice concerns and ask questions. All input is considered as TxDOT moves forward in developing a plan to enhance the safety of the corridor while preparing for future growth.
