The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. It will be posted on this web page at the date and time listed above and will remain available through at least 11:59 p.m. on Wednesday, Dec. 18, 2024.

If you do not have internet access, you may call 432-498-4645 between the hours of 8 a.m. and 5 p.m. Monday through Friday, to ask questions and access project materials during the project development process.

The in-person option will be held in an open house format. In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave written comments. There will not be a live presentation at the event.

Purpose TxDOT is proposing improvements to US 285 from SH 302 to RM 652 in Reeves County, Texas. This notice advises the public that TxDOT will be conducting an online virtual public meeting on the proposed project with an in-person option.
Description

The proposed project would include widening approximately 24 miles of US 285 to a four-lane divided highway with two lanes in each direction, as well as both inside and outside shoulders. In addition, a new interchange option is proposed at RM 652 in Orla. The existing right-of-way (ROW) width ranges from approximately 150 – 200 feet, while the proposed ROW width would range from approximately 237 – 382 feet in most areas. Improvements would include a wide center median with median openings, turn lanes, and acceleration lanes as needed.

The proposed project would, subject to final design considerations, require additional ROW and potentially displace zero residences and six to eight non-residential structures, depending on the design alternatives to be presented. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained from the TxDOT’s Odessa District office by calling 432-498-4645.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT Odessa District office 3901 E. Highway 80, Odessa, TX 79761.

The virtual public meeting and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs.
