TxDOT is studying potential improvements along SH 16 (Bandera Road) between I-410 and Loop 1604 within the cities of Leon Valley and San Antonio. SH 16 between I-410 and Loop 1604 is the eighth most congested road in the region and one of the top 100 most congested in the state of Texas.

The SH 16 project will involve the collection of traffic data to analyze project corridor congestions issues, the consideration of potential improvements and the preparation of various environmental studies as well as the consideration of bicycle and pedestrian accommodations. TxDOT is working closely with officials from the cities of Leon Valley and San Antonio to gather data and identify community values and concerns.

The proposed improvements will ultimately be based on traffic, local and regional access needs, safety, the avoidance and minimization of environmental impacts and the consideration of community input.

Anticipated Project Schedule

The Traffic and Feasibility Study, development of project engineering schematics and environmental studies commenced in December 2018, and is anticipated to take approximately 48 months.

  • SH 16 (Bandera Road) Technical Work Group

The Technical Work Group includes engineers and planners from San Antonio, Leon Valley, and Bexar County. TWG also includes representatives from the Alamo Area Council of Governments, Alamo Area Metropolitan Planning Organization, Alamo Regional Mobility Authority, Northside Independent School District, and VIA Metropolitan Transit. TWG is instrumental in providing TxDOT feedback and relaying project information back to administration and elected officials.

  • SH 16 (Bandera Road) Planning Team 

TxDOT, in coordination with the cities of San Antonio and Leon Valley, formed a “Planning Team.” This team is composed of major businesses, neighborhood associations and other organizations along the SH 16 corridor. Feedback from the Planning Team will help inform the planning process for both TxDOT’s project and the city of San Antonio’s Corridor Plan. Planning Team members will be tasked with providing feedback and relaying project information back to their respective organizations.

  • Surveys

TxDOT will seek public input on the SH 16 project at key milestones throughout the project by utilizing online surveys. The results of these surveys will be summarized into a report and utilized for project development.

  • “Pop-up” Events

As part of the project’s community engagement efforts, TxDOT’s project team worked alongside representatives from the city of San Antonio Planning Department to talk to community members and stakeholders at selected public events and initiatives scheduled along the corridor. Additionally, the public was provided with opportunities to sign up to receive future project updates and complete a project survey.
