To access TxDOTCONNECT, external partners should take the following steps:

  1. Complete and sign Form 1828b (Security Form) and Form 1980 (Request for External Access), available on the Contractors Forms page in, and send the forms to your district/division sponsor.
  2. Contact your sponsoring district/division so that they can request a TxDOT network ID and password for you, if you do not already have one.
    • The Right of Way Division is requesting TxDOTCONNECT access for ROWAPS and Utility consultants for launch of the Right of Way and Utilities functionality. After launch, if you are a ROWAPS or Utility consultant, send your access request by email.
  3. Your sponsoring district/division will request the appropriate external user access to TxDOTCONNECT.
  4. Log in to the TxDOTCONNECT system.

Training for External Partners

Right of Way and Utilities Consultants (including ROWAPS and Surveyors)

  • Right of Way and Utilities consultants who will access TxDOTCONNECT can attend virtual coaching sessions. The coaching sessions are an opportunity to practice in TxDOTCONNECT and ask questions about the new Right of Way and Utilities functionality prior to go-live. Coaching sessions will be presented live via WebEx. After go-live, several additional virtual coaching sessions will be offered.

Engineer’s Estimate

  • TxDOT provides training materials to support engineering consultants who access TxDOTCONNECT. The training materials include reference guides, job aids and interactive training modules designed for consultants who work with the Engineer’s Estimate.
