Optimize ITS infrastructure to detect freeway incidents

The Fort Worth District implemented a system that uses video analytics and existing Intelligent Transportation Systems (ITS) infrastructure to detect freeway incidents and hazards in real time. By enhancing camera and sensor capabilities, the system identifies issues such as crashes, stalled vehicles, and pedestrians on the roadway, then alerts traffic management center (TMC) operators who can then activate a warning message on upstream digital message signs to alert drivers. This approach improves response times and increases situational awareness without requiring significant new infrastructure. The innovation enhances safety and provides a cost-effective, scalable solution for traffic management.

Challenge

Tarrant County experienced a high number of fatal pedestrian crashes on access-controlled highways, highlighting significant safety concerns and a need to detect hazards and incidents more quickly. Existing traffic management systems relied on widely spaced sensors that often failed to quickly detect sudden changes in traffic conditions, limiting prompt awareness of freeway conditions. This delay made it difficult for TMC staff to identify hazards — such as crashes, stranded vehicles, or pedestrians near the roadway —and respond in time to warn approaching drivers. The district needed a solution that could improve real-time detection, reduce reliance on delayed reports from motorists, and make better use of existing ITS infrastructure with minimal additional investment.

Solution

The district deployed video analytics and image processing technology to enhance existing ITS cameras and sensors. The system continuously monitors roadway conditions and detects anomalies such as pedestrians, stalled vehicles, crashes, and sudden traffic slowdowns. When an issue is identified, alerts are sent in real time to traffic management center operators. At the same time, upstream dynamic message signs are activated to warn drivers of potential hazards ahead, improving response and awareness.
