Project overview
The Loop 410 San Pedro Improvements Project is a $156 million investment to improve safety and traffic flow along one of San Antonio’s busiest corridors. The project focuses on operational improvements to help ease congestion.

The project covers a 4.3-mile section of I-410 from West Avenue to Broadway Street, and a 2.7-mile section of U.S. 281 from I-410 to East Nakoma Drive. The project is located within the City of San Antonio, the City of Castle Hills and is adjacent to the San Antonio International Airport.
The corridor experiences heavy traffic and higher-than-average crash rates. Between 2014 and 2018, the project area averaged 3.7 crashes per day, higher than the statewide average for both interstates and U.S. highways.
As the region continues to grow, traffic volumes are expected to increase. Without improvements, morning commutes could double by 2045, while evening commutes could take up to four times longer than they are today.
The estimated project cost is $156 million.
The proposed improvements were developed using traffic studies, crash data, engineering analysis and public feedback. The goal is to improve safety and travel flow.
The project includes:
- New and relocated entrance and exit ramps
- Ramp removals to reduce merging and weaving conflicts
- Intersection improvements
- Frontage road improvements
- Improved connectivity

Traffic and safety
Existing ramps are closely spaced, requiring drivers to merge and exit within a short distance. These movements increase the potential for crashes and slow traffic. Removing or relocating certain ramps gives drivers more time and space to safely enter and exit the highway.
Yes. The project includes road widening and adds lanes in select locations on the frontage road along the corridor. The project focuses on operational improvements rather than added capacity.

The project improves traffic flow by reducing weaving and merge areas and enhancing intersections and frontage roads. This will help traffic move more efficiently through the corridor.

The planned improvements are expected to reduce crashes by up to 40% by decreasing merge conflicts, improving access points and helping traffic move more safely through the corridor.
Westbound I-410 evening peak travel times are projected to drop by about 70%. Without improvements, travel times are expected to increase by more than 50% as traffic volumes grow.
Yes. Traffic studies were completed to evaluate current conditions and forecast future travel demand. Based on those studies, traffic volumes are expected to continue growing and eventually exceed previously observed levels.
Construction
Construction is anticipated to begin fall 2026 and is expected to be completed by 2029. All dates are subject to change.

TxDOT has developed a traffic control plan to reduce construction impacts, maintain access to homes and businesses whenever possible, and provide advance notice of lane closures and traffic changes.
Yes. Access to adjacent properties will be maintained throughout construction whenever possible. Driveway access will be accommodated as needed and in accordance with current design standards.
Community
Routes to and from the airport may change because of new or relocated ramps. The project is designed to maintain airport access while improving safety and traffic flow.
Yes. Emergency access will be maintained throughout construction. TxDOT coordinates with local emergency responders during project planning and construction to help minimize disruptions.
A traffic noise analysis was completed in accordance with TxDOT and Federal Highway Administration requirements. Based on the results of that analysis, noise walls were determined not to be reasonable for this project.
