FM 3351 corridor projects – Bexar, Comal, and Kendall counties

The Texas Department of Transportation is making headway on critically needed improvements to the FM 3351 corridor. The corridor limits on FM 3351 are from I-10 to SH 46, in Fair Oaks Ranch and San Antonio, which includes portions of Bexar, Comal, and Kendall counties. The expansion of FM 3351 within these limits is listed in the Alamo Area Metropolitan Planning Organization’s (MPO) Metropolitan Transportation Plan (MTP) “Mobility 2040” as a critical piece of the transportation network. Capacity improvements are needed to help relieve congestion and improve access issues along FM 3351. Several concepts that could address capacity, safety, and mobility challenges within the study limits have emerged from initial studies. TxDOT is now moving forward with four separate projects on FM 3351 within these limits.

Construction projects

  • FM 3351 at Cibolo Creek
    The first project is currently under construction on the FM 3351 bridge at Cibolo Creek. During significant rainfall events, Cibolo Creek rises, covering the bridge roadway and limiting access for public and emergency vehicles. This project is currently listed in the MPO’s MTP “Mobility 2050.” The project was environmentally cleared in 2022. Construction started in 2024. Proposed projects

  • FM 3351 from I-10 to Desperado Way
    The second project involves proposed improvements on FM 3351 from I-10 to Desperado Way in Bexar County. TxDOT is proposing to convert FM 3351 from a two-lane, undivided roadway to a four- to six-lane roadway. The proposed project would also include the construction of a 10-foot shared-use path on the west side of FM 3351 throughout the project limits.   • FM 3351 from Desperado Way to SH 46
    The third project involves the proposed improvement of FM 3351 from Desperado Way to SH 46 in Bexar, Comal, and Kendall counties. For these limits of FM 3351, the proposed number of travel lanes will be determined as the project develops. As part of the project development process, various environmental studies will be conducted, and the need for bicycle and pedestrian accommodations will be evaluated. The proposed typical section(s) will be based on enhanced safety and improved travel times while avoiding and minimizing environmental impacts to the extent practicable.   • I-10 Eastbound Frontage Road Turnaround Bridge
    The fourth project is a funded improvement anticipated to be let for construction in 2027. TxDOT is proposing a new turnaround bridge for the I-10 eastbound frontage road that would continue to the I-10 westbound frontage road.
