A note on wide load permits

To make road improvement projects more efficient and to provide a safer environment in work zones, the Odessa District is urging strict compliance with wide load permits on all roads. Wide loads moving through work zones present safety challenges for workers, driving professionals, and other motorists who may be confused by traffic control devices that are often displaced by wide loads.

Loads wider than 11 feet require a permit from the Department of Motor Vehicles. In some cases, front and rear escorts will be required for wide loads.

At this time, no wide loads are permitted to cross the Pecos River bridge on RM 652. In addition, work zone managers can restrict wide loads from traveling through any work zone unless specific and safe arrangements are made with the construction work zone manager at least 24 hours in advance. Work zone manager contact information will be listed on permits.

All permits need to be read thoroughly and completely for all conditions and requirements issued.

For assistance in determining the permit types available for your vehicle and/or load, visit the Texas Department of Motor Vehicles website at www.txdmv.gov and log in to the Texas Permitting & Routing Optimization System (TxPROS) and select the Permit Wizard, or call (800) 299-1700. General guidelines require permits for loads wider than 8 feet 6 inches, taller than 14 feet, heavier than 80,000 pounds, and longer than 45 feet for single vehicles and 59 feet for semitrailers. More guidelines on combination vehicle loads can be found at www.txdmv.gov.

Projects overview

The Odessa District is working to address road conditions in the Delaware Basin. More than $580 million has been either spent or is allocated for projects on U.S. 285, Highway 302, RM 652, and other roads in the Delaware Basin.

All projects made intersection improvements in key places, installed new guardrail end treatments, replaced or repaired concrete structures, replaced crash cushion attenuators, installed overhead lighting in some locations, and replaced or added signage.

US 285 projects

Approximately $178 million has been dedicated to U.S. 285 from south of Pecos to the New Mexico state line. Those projects rehabilitated the road and added passing lanes through much of the corridor. Two projects are ongoing. Five projects are complete. One project is scheduled for the future.

US 285 from RM 652 to CR 232

Underway: A second project is under construction in this section. The project will rehabilitate approximately 10.8 miles of U.S. 285.

Key features of project:

  • Project scope: Mill and fill rehabilitation of existing roadway.
  • Construction completion estimate: Summer 2021.
  • Bid Price: Approximately $5.2 million (Johnson Brothers Corp., a Southland Company of Roanoke).

Completed: This project builds on a previous project in the same area. The first project added a few passing lanes and rehabilitated the road. The first project was done by Constructors Inc. of Carlsbad, N.M. on a bid price of approximately $12.5 million.

US 285 from SH 302 to FM 1216

Underway: Project will add passing lanes and rehabilitate approximately 16.8 miles of U.S. 285.

Key features of project:

  • Widening to a Super 2 (alternating passing lanes).
  • Project scope: Culvert replacement, structure widening, bridge rail, signs, pavement markings. Some passing lanes will be included as well.
  • Construction completion estimate: Summer 2021.
  • Bid price: $31.6 million (Johnson Brothers Corp., a Southland Company of Roanoke, Texas).

US 285 from New Mexico state line to RM 652

Completed: Project added passing lanes, rehabilitated approximately 13.3 miles of road, and added some overhead lighting. FNF Construction of Tempe, Arizona, won the project with a low bid of approximately $32 million.

US 285 from CR 232 to SH 302

Project added alternating passing lanes and rehabilitated approximately 10.5 miles of road. FNF Construction of Tempe, Arizona, won the project with a low bid of approximately $15 million.

US 285 from FM 1216 to I-20

Completed: Project rehabilitated nearly two miles of road through Pecos and replaced signage. Dan Williams Co. of El Paso won the project with a low bid of approximately $6.5 million.

US 285 from I-20 to 2.5 miles south of CR 113

Completed: Project added passing lanes, rehabilitated approximately 16.8 miles of road, and widened some structures. FNF Construction of Tempe, Arizona, won the project with a low bid of approximately $18.9 million.

US 285 from two miles south of CR 113 to 0.3 miles south of FM 1776

Upcoming: Currently scheduled for a bid opening in July 2022, the project will add passing lanes and rehabilitate approximately 25 miles of U.S. 285. It will also make some intersection improvements in key locations. The estimated construction cost is $56 million.

SH 302 projects

Approximately $238 million has been dedicated to Highway 302 from FM 181 in Ector County to U.S. 285 in Reeves County. Those projects rehabilitated the road, added passing lanes through much of the corridor, and added an overpass at Highway 115. Three projects are ongoing. One project is complete. One project is scheduled for the future.

SH 302 overpass at Highway 115

Underway: The project takes Highway 302 over Highway 115 and the nearby railroad just west of Kermit in Winkler County. The project replaces a four-way stop intersection at Highway 115.

Key features of the project:

  • New exit ramps to new intersections allowing access to Highway 115.
  • All-way stops at new intersections.
  • Clearance over Highway 115 of at least 18’6”.
  • Construction completion date: Early 2023.
  • Bid price: $54.4 million. (Kiewit Infrastructure South of Fort Worth).

SH 302 from Highway 115 in Winkler County to Loving County line

Underway: Project will add passing lanes and rehabilitate approximately 12.6 miles of Highway 302. It will also make some intersection improvements at FM 874 and FM 1232.

Key features of the project:

  • Widening to a Super 2 (alternating passing lanes).
  • Improvements at intersections with FM 874 and with FM 1232.
  • Project scope: Culvert replacement, structure widening, bridge rail, signs, pavement markings; some passing lanes will be included as well.
  • Construction completion date: Summer 2023.
  • Concrete barriers will be used to protect the work zone.
  • Bid price: $43.5 million. (Johnson Brothers Corp., a Southland Company of Roanoke).

SH 302 from County Road 313 in Winkler County to FM 181 in Ector County

Underway: The project will add passing lanes and rehabilitate approximately 24.3 miles of Highway 302. It will also make some intersection improvements in key locations.

Key features of the project:

  • Widening to a Super 2 (alternating passing lanes) in the original two-lane section.
  • Rehabilitate all lanes in current three-lane and four-lane sections.
  • Add a 4-foot median buffer in the four-lane section.
  • Improvements at key intersections.
  • Project scope: Culvert replacement, structure widening, bridge rail, signs, pavement markings; some passing lanes will be included as well.
  • Construction completion date: Spring 2022.
  • Bid price: $63.3 million (FNF Construction of Tempe, Ariz.).

SH 302 from U.S. 285 to 0.2 miles east of East FM 1933 Completed: Project added passing lanes and rehabilitated approximately 5.6 miles of road. It also made some intersection improvements in key locations. Jones Brothers Dirt & Paving of Odessa won the job with a bid of approximately $12.5 million.

Upcoming: Currently scheduled for a bid opening in March 2022, this project will add passing lanes and rehabilitate approximately 17 miles of Highway 302. It will also make some intersection improvements in key locations. Estimated construction cost is $65 million.

RM 652 projects

Approximately $51 million was dedicated to RM 652 from the Culberson County line to the New Mexico state line. Those projects focused on rehabilitating the road and replacing bridges. Two projects are ongoing. Two projects are complete. One project is scheduled in the future.

RM 652 from Pecos River to New Mexico state line

Underway: Project will rehabilitate approximately 11.3 miles of RM 652 in Loving County.

Key features of the project:

  • Key items: Rehabilitating road, improving intersections, and widening shoulders.
  • Project scope: Culvert replacement, structure widening, bridge rail, signs, pavement markings.
  • Construction completion estimate: Summer 2021.
  • Bid price: $19.2 million (Johnson Brothers Corp., a Southland Company of Roanoke).

RM 652 from U.S. 285 to Culberson County line

Underway: Project will rehabilitate approximately 7.7 miles of RM 652 in Reeves County.

Key features of the project:

  • Key items: Rehabilitating road, improving intersections, and widening shoulders.
  • Project scope: Culvert replacement, structure widening, bridge rail, signs, pavement markings.
  • Construction completion estimate: Summer 2022.
  • Bid price: $20.1 million (Constructors Inc. of Carlsbad, N.M.).

RM 652 from U.S. 285 to Pecos River

Completed: Project rehabilitated approximately 5.6 miles of road and installed an all-way stop condition at the U.S. 285 intersection with RM 652 in Orla. The project won by Constructors Inc. of Carlsbad, N.M., on a bid price of approximately $6 million.

RM 652 Bridge Replacement at Salt Creek

Completed: Project replaced bridge at Salt Creek. Project won by Lesna Construction Inc. of El Paso on a bid price of approximately $3.8 million.

RM 652 bridge replacement at the Pecos River

Upcoming: Currently scheduled for a bid opening in October 2021, this project will replace the structure at the Pecos River with a new, wider bridge. Estimated construction cost is $2 million.

FM 2119 project

FM 2119 from Duval Road to Business Interstate 20 in Pecos

Underway: Project will rehabilitate approximately 40 miles of FM 2119 in Reeves County.

Key features of the project:

  • Key items: Rehabilitating road, improving intersections, and widening shoulders.
  • Project scope: Culvert replacement, structure widening, signs, pavement markings.
  • Construction completion estimate: Summer 2024.
  • Bid price: $62.3 million (Jones Brothers Dirt & Paving of Odessa).

FM 874 project

FM 874 from SH 18 to SH 115

Upcoming: Currently scheduled for a bid opening in March 2022, this project will rehabilitate the road and make improvements in key locations from Highway 18 to Highway 115 in Winkler County. Estimated construction cost is $17.2 million.

SH 18 Project

SH 18 from Winkler/Ward county line to New Mexico state line

Upcoming: Currently scheduled for a bid opening in July 2022, this project will rehabilitate the road and make improvements in key locations in Winkler County. Estimated construction cost is $40 million.
