US 59 Livingston Upgrade North and South (Future I-69)
This project is dedicated to enhancing safety and improving mobility along US 59 from 0.39 miles south of FM 1988 to 1.90 miles south of SL 116 in Livingston, Polk County, Texas.
TxDOT is proposing to reconstruct US 59 to meet interstate standards for possible future designation as I-69 and:
- Improve interchange connectivity
- Reduce congestion
- Provide a more efficient hurricane evacuation route
- Provide system connectivity to I-69, which is a 1,600-mile national highway connecting Michigan, Indiana, Kentucky, Tennessee, Mississippi, Arkansas, Louisiana, and Texas. I-69 also provides access to inland ports and seaports along the gulf coast
Proposed improvements
The improvements will be developed as two projects and include:
- Construction of cable barrier-divided mainlanes along US 59 that consist of four 12-foot-wide travel lanes, two in each direction, 6-foot-wide inside shoulders, and 12-foot-wide outside shoulders. Northbound and southbound US 59 frontage road construction would include two 12-foot-wide travel lanes with a 4-foot inside shoulder and a 10-foot outside shoulder. A 10-foot shared-use path would also be constructed along the proposed US 59 frontage roads.
- Reconfiguring the US 190, BUS 59 North, and BUS 59 South/FM 1988 interchanges
- New frontage road connections crossing over the Union Pacific Railroad just north of BUS 59/FM 1988 and just south of BUS 59 North
Project timeline
- Surveying and data collection for schematic and environmental studies began in 2022
- The feasibility study began in winter 2023 and is expected to be completed in fall 2024
- The schematic and environmental studies are anticipated to be completed in fall 2026
- Construction funding for CSJs: 0176-05-193, 0213-03-110 and 0213-04-054, the north segment of US 59 from US 190 to 1.9 miles south of SL 116, was allocated in TxDOT’s Unified Transportation Program (UTP) with construction anticipated to start in 2032. Detailed engineering plans, ROW acquisition, and utility relocation are anticipated to begin late 2026. These processes must be completed before construction can begin and may take three to four years to complete
- CSJ: 0177-01-115, the south segment from 0.39 mi S of US59/FM1988 to US190, currently only has planning funds identified; therefore, TxDOT will will be unable to developed detailed engineering plans, purchase right of way or relocate utilities until construction or development funding is allocated.
