Purpose | TxDOT is proposing the US 59 Livingston Upgrade North and South (future I-69) improvements in Polk County, Texas: improve US 59 from 0.39 miles south of FM 1988 to US 190, including an interchange at US 59/FM 1988 (CSJ: 0177-01-115); improve US 59 from US 190 to 1.90 miles south of SL 116, including an interchange at US 59/BUS 59 (CSJ: 0176-05-193); and improve US 190 from 0.10 miles west of FM 350 North to 0.10 miles east of Briar Way, including an interchange at US 190/US 59 (CSJs: 0213-03-110 & 0213-04-054). |
Description | The proposed project is anticipated to enhance safety, improve mobility and connectivity, provide a more efficient hurricane evacuation route, and provide system connectivity to I-69. The proposed project would involve the reconstruction of US 59 mainlanes, ramps and frontage roads to meet interstate standards for potential future designation as I-69. Proposed improvements would also include revising the configuration of the US 190, BUS 59 North, and BUS 59 South/FM 1988 interchanges, in addition to new frontage road connections crossing over the Union Pacific Railroad just north of BUS 59/FM 1988 and just south of BUS 59 North. The proposed project runs just over 6 miles and extends from 0.39 miles south of FM 1988 to 1.9 miles south of SL 116 in Polk County. It would include the construction of cable barrier-divided mainlanes along US 59 that consist of four 12-foot-wide travel lanes, two in each direction, 6-foot-wide inside shoulders, and 12-foot-wide outside shoulders. Northbound and southbound US 59 frontage road construction would include two 12-foot-wide travel lanes with a 4-foot inside shoulder and a 10-foot outside shoulder. A 10-foot shared-use path would also be constructed along the proposed US 59 frontage roads. The proposed project may, subject to final design considerations, require approximately 12 acres of additional right of way and potentially displace nine residences and five non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 936-633-4383. The proposed project may impact Greenfield Cemetery, which is protected under Section 4(f) of the Department of Transportation Act of 1966. Greenfield Cemetery was originally known as the IS Memorial Park Cemetery. Impacts to the cemetery are not anticipated but may occur depending on the final design and coordination with stakeholders along US 59. The proposed project may impact Joe Pedigo Park, located at 925 US 59 Bypass North in Livingston, Texas. Impacts to the park are not anticipated but may occur depending on the final design and coordination with stakeholders along US 59. TxDOT anticipates making a de minimis determination for this use under Section 4(f) of the Department of Transportation Act of 1966. Public comment on the effects of the proposed project on the activities, features, or attributes of Joe Pedigo Park may be submitted as described below. The proposed project would involve construction in wetlands. The proposed project would involve an action in a floodplain. Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Lufkin District, 1805 N.
