FM 830 from Old Montgomery Road to State Highway 75

The TxDOT Houston District, is proposing improvements along FM 830 from Old Montgomery Road to SH 75 in Montgomery County, Texas. The project is approximately 2.5 miles in length. The purpose of the project is to enhance safety and improve mobility along the corridor.

Current conditions

The existing FM 830 roadway in the project area is a two-lane, undivided roadway with one 12-foot-wide travel lane in each direction with 8-foot-wide outside shoulders and a 12-foot wide center turn lane for the majority of the project limits. There are no existing pedestrian facilities within the project limits. The existing drainage is open ditch. The existing right of way along FM 830 is approximately 120-feet-wide, flaring out to approximately 180 feet at Stewarts Creek. A bridge-class culvert provides for stream conveyance at Stewarts Creek.

Project background

FM 830, from Old Montgomery Road to SH 75, serves as the main roadway for entrance and exit to Panorama Village, several large subdivisions, and the local elementary, middle, and high schools.

According to data from TxDOT’s Transportation Planning and Programming Division, 2020 traffic volumes in the corridor were around 13,500 vehicles per day. By 2045, traffic volumes in the corridor are anticipated to increase to around 21,400 vehicles per day, which represents a fifty-nine percent projected growth in traffic between 2020 and 2045. Additionally, a study that analyzed crash data from 2017 to 2022 showed high crash density at almost all intersections along the project corridor. Based on projected traffic growth and crash data, there is a need for improved safety and mobility within the corridor.

At a previous public meeting held in May 2022, public feedback was sought on initial design and major concerns in the FM 830 corridor. Some common themes received during the first public meeting include accessibility into neighborhoods and businesses, congestion at school drop-off and pick-up points, and existing safety conditions. To address comments regarding access to adjacent properties and schools, the project team has modified the proposed design to include a combination of flush and raised medians with median breaks for left and right turn lanes including high traffic areas at schools. Additionally, the project team refined the design to avoid existing development and reduce right of way impacts along the corridor.

Proposed improvements

The proposed improvements would widen FM 830 from two to four lanes from Old Montgomery Road to SH 75. The proposed design includes a 5-foot-wide sidewalk along the south side of the roadway corridor and a 10-foot-wide shared use path for bicycles and pedestrians along the north side. Raised and flush medians are proposed along the corridor with breaks for turn-lanes at all intersecting public streets and at major school driveways. The proposed project would involve an action in a floodplain. This project would include construction of four detention ponds within the project limits and would convert the existing open ditch drainage to curb and gutter. The project is approximately 2.5 miles in length. Approximately 14.4 acres of right of way (ROW) would be needed to accommodate the proposed improvements, however, no displacements are anticipated.
