Notice affording an opportunity for a public hearing

Any interested person may submit a written request for a public hearing on this project. Written comments from the public regarding the proposed project are also requested. Written hearing requests and comments may be submitted by mail to the TxDOT Odessa District Office, 3901 E. Highway 80, Odessa, TX 79761, or by email as shown in the notice. All hearing requests and comments must be received on or before Friday, November 18, 2022.

A hearing will be held if ten or more individuals submit timely written requests for a hearing, or if an agency with jurisdiction over the project submits a timely written request for a hearing that is supported by reasons why a hearing will be helpful. Responses to comments received will be available online at www.txdot.gov once they have been prepared.

Purpose The Texas Department of Transportation (TxDOT) is proposing to reconstruct and improve I-20 from 0.3 mile west of County Road (CR) 419 (Shaw Road) to 1.5 miles east of CR 117 (Collie Road) in Reeves County, Texas. The proposed project extends approximately 16.5 miles along I-20. This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project.
Description

TxDOT proposes to improve I-20 by reconstructing the main lanes and frontage roads, reconfiguring several interchanges, adding an interchange at Evergreen Street, adding new frontage roads to create continuous frontage roads through Pecos, reconfiguring several interstate ramps, increasing the vertical clearance of bridges, and converting the existing two-way frontage roads to one-way.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace one non-residential structure. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 432-498-4645.

The proposed project would involve construction in a wetland.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT Odessa District Office, 3901 E. Highway 80, Odessa, TX 79761, or by email as shown in the notice.
