Purpose:

TxDOT's Odessa District is proposing to widen State Highway 349 (SH 349) from Interstate Highway 20 (I-20) in Midland, Texas to US Highway 67 (US 67) in Rankin, Texas in Midland and Upton Counties, Texas.

Description:

The meeting will consist of a virtual room and will include both audio and visual components. Please note that the presentation will not be available on the website until the time and date listed above. Following the virtual public meeting, the presentation will remain available for viewing at the web address indicated above until Wednesday, Nov. 25, 2020, at 11:59 p.m. If you do not have internet access, you may call Gilysa Garcia at (512) 264-1095 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. Formal comments may be provided by mail or email as explained below.

The SH 349 corridor, from I-20 in Midland to US 67 in Rankin, is about 55 miles in length. The proposed improvements to SH 349 would include widening to a four-lane divided highway, with two lanes in each direction, with a center median or barrier and turn-lanes throughout the entire length of the project.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to Blanton & Associates, Attn: SH 349, 5 Lakeway Centre Court, Suite 200, Austin, TX 78734. Written comments may also be submitted by email to SH349@blantonassociates.com. All comments must be received on or before Wednesday, Nov. 25, 2020. Responses to comments received will be available online at www.txdot.gov, using the keyword search above, once they have been prepared.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23. U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
