Purpose TxDOT is conducting a virtual public meeting to share information and gather input from the public on proposed improvements to SH 115 from SH 128 to SH 349 in Andrews, Dawson, Gaines and Martin counties, Texas. The virtual public meeting will present the preferred alternative, share background information, provide details on the project development process and timeline, and include multiple opportunities for the public to provide input through formal comment.
Description

The proposed SH 115 North project would include widening the existing two-lane undivided highway to a four-lane divided highway with two lanes in each direction, a non-paved depressed median, inside and outside shoulders, and median openings as needed. The project would also include realignment of a five-mile segment of SH 115 on the north end of the project, near Patricia, Texas. The overall project is approximately 55 miles in length. At this time, no improvements are proposed within the city of Andrews.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace no residential structures and approximately 10 non-residential structures. Relocation assistance is available for displaced persons and businesses. The proposed project could involve construction in wetlands; however, that has not been determined.

All comments must be received or postmarked by Friday, April 7, 2023, to be included in the official virtual public meeting record. The virtual public meeting summary report and written responses to comments received will be available on this website once they have been prepared. 

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23. U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
