In-person details Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online. In-person attendees will be able to view the same presentation and materials delivered in the online public meeting, which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff, and leave written comments. The in-person option will be held on Wednesday, Feb. 16, 2022, from 3 p.m. to 7 p.m. at the American Legion Post 554, 1650 Highway 3 S, League City, TX 77573. 
Purpose The purpose of the public meeting is to present the proposed project to the public and receive comments. The project is proposing design modifications and additional right-of-way needs along FM 646 from Edmund Way to FM 3436 in Galveston County, Texas. The virtual and in-person meeting will consist of the same narrated presentation by the project team, project exhibits and other information, and an opportunity to comment.
Description

A reevaluation is being performed for a portion of project limits from Edmund Way to FM 3436, a total of approximately 4.4 miles. While preparing the detailed design, TxDOT determined that additional right of way would be necessary to accommodate stormwater detention ponds and improve access roadways at the proposed overpass at the railroad crossing. Design modification of the overpass near State Highway 3 and the Union Pacific Railroad and addition of stormwater detention ponds includes approximately 20 acres of additional right-of-way and necessitated the reevaluation. 

The proposed project would, subject to final design considerations, require additional right-of-way and potentially displace one residence, seven commercial facilities, and one place of worship. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 713-802-5256.

The proposed project may involve construction in wetlands. The proposed project would involve an action in a floodplain.
