Notice of Finding of No Significant Impact (FONSI) and Final Environmental Assessment for Public Review - 10/69 Interchanges Project

Purpose:

This notice advises the public that a final environmental assessment (EA) is available for public review, and TxDOT has issued a finding of no significant impact (FONSI) for the proposed 10/69 Interchanges Project in the city of Beaumont, Jefferson County, Texas.

Description:

The 10/69 Interchanges Project proposed improvements would consist of the reconstruction and widening I-10 and US 69.

The project includes:

  • Widening the existing I-10 from Walden Road (CR 131) to 7th Street
  • Widening US 69 from Fannett Road (SH 124) to 11th Street
  • The roadway between Cardinal Drive and Eastex Freeway would be widened from four lanes to five lanes
  • Interchanges on I-10 and US 69 would be widened in each direction from two lanes to three lanes
  • New frontage roads throughout the project limits
  • Relocating the I-10 ramps
  • Constructing two-lane direct connectors in each direction where I-10 and US 69 converge
  • Removal of the Maury Meyers Bridge
  • Upgrading drainage infrastructure to current design standards

Approximately 11 acres of additional ROW are anticipated as part of the proposed project, mostly within the Eastex Freeway interchange, including potential easements or ROW for drainage.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by the Federal Highway Administration and TxDOT.
