Purpose:

The Texas Department of Transportation (TxDOT) will be conducting a virtual public meeting to receive public comments on proposed improvements to widen and reconstruct US 82 from the Red River County Line to 0.1 mile west of US 259 near De Kalb, Bowie County, Texas. The total length is approximately 6.87 miles.

Description:

This virtual public meeting is to provide information and receive comments from the public for the proposed improvements including widening US 82 from a two-lane roadway to a four-lane divided roadway with a paved median. In addition, the project will include a drainage design featuring replacement of the existing culverts and appropriate modifications to the open roadside ditches. Additional right of way will be required for this project.

Maps showing the project location, design, and other information regarding the project will be available in the virtual room. The previously mentioned materials will be available below, or you may call (903) 799-1342 to request materials and ask questions.

As part of this project, TxDOT is considering a Section 4(f) de minimis impact determination for impacts to the Northeast Texas Trail. The proposed widening of US 82 would require the relocation of this section of trail approximately 25-feet to the south of its current location.  This section of trail would also be temporarily closed during construction. A Section 4(f) de minimis finding means that the proposed project would not adversely affect the activities, features, or attributes that qualify the Northeast Texas Trail for protection under Section 4(f). Bowie County and TxDOT will consider comments received during the environmental process before making a final Section 4(f) de minimis determination.

Comments must be submitted via mail or email on or before Wednesday, Sept. 30, 2020 to be included in the official public record.
