Notice Affording Opportunity for a Public Hearing - I-30 from FM 3419 to FM 989

Purpose:

TxDOT is proposing to construct one-way frontage roads, entrance and exit ramps, and turnarounds on I-30 from FM 3419 to FM 989 in Bowie County, Texas.  This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project.

Description:

The purpose of this project is to construct one-way frontage roads, entrance and exit ramps, and turnarounds on I-30 to improve safety, mobility, traffic operations, and local circulation for the traveling public.  The existing condition along I-30 consists of four 12-foot lanes (two lanes in each direction) with 6 foot inside and 10 foot outside shoulders and an open ditch center median. Along the center median, there is an existing cable median barrier in place.  The proposed project would reconstruct existing frontage roads and fill in gaps in the frontage road system to accommodate conversion from two-way to one-way operations between FM 3419 and FM 989.  The proposed typical section of the frontage roads would consist of an 11 foot travel lane, a 14 foot travel lane (shared use) with 3 foot inside shoulders.  Entrance and exit ramps would be constructed to provide access to FM 2148 and FM 3419. The proposed roadway would have a typical right of way width varying from 300 feet to 400 feet.  Approximately 6.7 acres of additional right of way would be required for this project.  Although additional right of way is required, no residential or non-residential structures would be displaced.  

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before July 23, 2018, to:

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
