Purpose:

The purpose of the public hearing is to present the planned improvements and to solicit public comment on the proposed construction of a new location two-lane roadway, State Loop (SL) 255  (formerly designated as Farm-to-Market Road (FM) 3535) from FM 1520 to US Highway (US) 271 in Camp County, Texas.

Description:

A portion (approximately 0.6 miles) of SL 255 would be built along existing County Road (CR) 2116, while the remainder (approximately 1.9 miles) would be constructed as a new location roadway. The existing CR 2116 roadway is an oil-sand surface and base with two 9 foot travel lanes and no shoulders. CR 2116 originates at the eastern end of the proposed project and runs to the west for approximately 0.6 mile where it terminates at CR 2110. The existing right-of-way (ROW) width is approximately 50 feet.

The purpose of this project is to provide an efficient east-west roadway for the various users of the northern Camp County transportation system while remaining in conformance with current safety standards and criteria. The proposed project involves construction of a new location rural roadway connecting US 271 with FM 1520 and would consist of two 12 foot travel lanes (one in each direction) and two 10 foot shoulders with adjacent drainage ditches. The roadway would have a typical ROW of 150 feet varying to 250 feet at intersections with existing county roads. CR 2110 and CR 2120 would be reconstructed to provide two 12 feet travel lanes at their intersections with the proposed new location SL 255 roadway. The proposed project does not include any bicycle or pedestrian facilities or detention ponds. Approximately 43 acres of additional ROW would be required for the proposed project. Two structural displacements are proposed, one residence and one metal building. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, as well as information about the tentative schedules for ROW acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons.

The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014 and executed by FHWA and TxDOT.
