US 83/US 84 Y-Intersection
Notice affording an opportunity for a public hearing
| Purpose | TxDOT is proposing to reconstruct and improve the US 83/US 84 Y-Intersection south of Abilene from approximately 0.5 mile north of the intersection to approximately 0.4 mile south of the intersection in Taylor County, Texas. This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project. |
| Description | This project is proposing to reconstruct and improve the US 83/US 84 Y-Intersection by building an overpass for US 84 for northbound and southbound lanes, adding U-turns for US 84 at the Y-Intersection, and building a direct connect ramp for US 83 northbound traffic to US 83 and US 84 northbound in the direction of Abilene. The short transition from the Y-Intersection on US 83 towards Tuscola to the project limit will be widened to two 12-foot travel lanes in each direction with eight-foot outer shoulders and a continuous center left-turn lane. Approximately 11 acres of right of way would be required for this proposed project. No residential or nonresidential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT Abilene District Office by calling (325) 676-6800. Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the Abilene District Office, 4250 N. Clack St., Abilene, TX 79601. Project materials are also available online. | How to make a comment | Any interested person may submit a written request for a public hearing on this project. Written comments from the public regarding the proposed project are also requested. Written hearing requests and comments may be submitted by mail to the TxDOT Abilene District Office, 4250 N. Clack St., Abilene, TX 79601, or by email as described in the notice below. All hearing requests and comments must be received on or before Thursday, April 21, 2022. A hearing will be held if ten or more individuals submit timely written requests for a hearing, or if an agency with jurisdiction over the project submits a timely written request for a hearing that is supported by reasons why a hearing will be helpful. Responses to comments received will be available online, keyword search “US 83-US 84 Y-Intersection NAOPH”, once they have been prepared. |
| Memorandum of Understanding | The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT. |
