TxDOT is developing preliminary plans for the expansion of FM 2964 (Rhones Quarter Road) from SH 110 in the City of Tyler south to FM 346 in the City of Whitehouse.
Proposed enhancements to this corridor include:
The project requires the acquisition of new right of way from adjacent property owners.
TxDOT will host three meetings in an effort to engage the public. Adjacent property owners and other interested citizens will have a chance to provide input, voice concerns and ask questions. The first public meeting will be held on Thursday, March 7, 2019, from 5 - 7 p.m. at Brown Elementary School.
TxDOT and its consultants are in the initial stages of project development. The team is conducting field visits and working on viable alternatives. These alternatives will be presented at the project’s first public meeting scheduled for Thursday, March 7, 2019. The alternatives will also be posted online following the meeting.
Based on public feedback and engineering analysis, TxDOT will identify a preferred alternative and present it to the public at a second meeting. It’s anticipated the second public meeting will occur in the fall of 2019. TxDOT will refine the design based on this second round of public comments and begin the project’s environmental assessment.
The environmental assessment will examine potential project-related impacts as well as measures to avoid, minimize or mitigate those impacts. The assessment will be subject to an extensive review process and coordination with agencies such as the Texas Parks and Wildlife Department, the Texas Historical Commission and others. A decision on the environmental assessment (possible environmental clearance) is anticipated in 2020.
Next steps include the following:
The current financial forecasts show construction funds will be available in 2025.
