Purpose: To receive public comment on new rules concerning disadvantaged business programs.
 
Description: The DBE Program is a federal program which sets out the requirements for a state to follow in setting participation goals and assuring that disadvantaged businesses have equal access to contracts paid with federal funds from the U.S. Department of Transportation.

The SBE Program is a program established by the department to assist small disadvantaged businesses in the specialized areas of highway construction and maintenance and to comply with the federal requirement under 49 C.F.R. §26.39 regarding fostering small business participation.

The HUB Program is a state program established under Government Code, Chapter 2161 to promote full and equal procurement opportunities for small minority- and women-owned businesses.
