Overall DBE Program Goals
TxDOT's Civil Rights Division establishes the triennial goal methodologies for DBE participation on USDOT-assisted contracts with Federal Highway Administration (FHWA), Federal Aviation Administration (FAA) and Federal Transit Administration (FTA) funds.
TxDOT’s DBE triennial goal methodology for 2020-2022 supports an overall goal of 14.4%. TxDOT plans to satisfy this goal on its FHWA funded contracts with a 7.5% race-conscious component and a 6.9% race-neutral component. The triennial DBE goal for 2020-2022 was adopted by the Texas Transportation Commission and approved by FHWA in February 2020.
The goal methodology was established using information from the disparity study conducted by Colette Holt & Associates.
TxDOT’s DBE triennial goal methodology for 2019-2021 supports an overall goal of 12.0%. TxDOT plans to satisfy this goal on its FAA funded contracts with a 6.4% race-conscious component and a 5.6% race-neutral component.
Proposed Federal Fiscal Years 2021-2023 Disadvantaged Business Enterprise (DBE) Triennial Goal Methodology for Federal Transit Administration Projects
The Texas Department of Transportation's (TxDOT) proposed DBE triennial goal methodology for 2021-2023 supports an overall goal of 3.1%. TxDOT plans to satisfy this goal on its Federal Transit Administration (FTA) funded contracts with a 0.8% race-conscious component and a 2.3% race-neutral component.
TxDOT encourages any interested persons to provide comments regarding the proposed DBE goal methodology during the comment period from July 24 – Sept. 7, 2020. Comments may be submitted using any of the following methods:
