Overall DBE Program goals

Our Civil Rights Division establishes the triennial goal methodologies for DBE participation on USDOT-assisted contracts with Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), and Federal Transit Administration (FTA) funds.

Federal Highway Administration

Our FHWA DBE triennial goal methodology for FFYs 2020-2022 supports an overall goal of 14.4%. We plan to satisfy this goal on its FHWA-funded contracts with a 7.5% race-conscious component and a 6.9% race-neutral component.

The goal methodology was established using information from the disparity study conducted by Colette Holt & Associates.

Federal Aviation Administration

Proposed FFYs 2022-2024 Disadvantaged Business Enterprise (DBE) Triennial Goal Methodology for Federal Aviation Administration Projects.

Our proposed FAA DBE triennial goal methodology for FFYs 2022-2024 supports an overall goal of 11.5%. We plan to satisfy this goal on our FAA-funded contracts with an 11.5% race-conscious component and a 0% race-neutral component.

The goal methodology was established using information from the disparity study conducted by Colette Holt & Associates.

The current FAA DBE goal methodology for FFYs 2019-2021 supports an overall goal of 12%, which we plan to satisfy with a 6.4% race-conscious component and a 5.6% race-neutral component.

Our current FTA DBE triennial goal methodology for FFYs 2024-2026 supports an overall goal of 4.15%. We plan to satisfy this goal on our FTA-funded contracts with a 3.02% race-conscious component and a 1.13% race-neutral component.
