Local Government Programs
Program overview
TxDOT’s Military Infrastructure Program (MIP), which is administered under the Local Government Programs portfolio, focuses on delivering projects on federal military installations throughout the state. Established under 2021 Texas legislation (HB 3399), this program enables TxDOT to enter into structured agreements for services including road maintenance, improvements, relocation, construction, and other supporting infrastructure on military sites.
MIP follows the same governance model as other local government programs with TxDOT oversight and regulatory compliance. However, it is uniquely funded 100% by the Department of Defense (DOD).
TxDOT district offices are equipped to deliver projects at facilities such as Fort Hood, Corpus Christi Army Depot, Naval Air Station Corpus Christi, Dyess Air Force Base, Joint Base San Antonio, and others. Installations and federal facilities are encouraged to coordinate with the TxDOT's Local Government Programs Section to initiate discussions regarding potential MIP projects.
Legal authority and agreements
- HB 3399 (2021) authorizes TxDOT to partner with the DOD for DOD-funded projects on federal military property. No state or Federal Highway Administration funds are allowed.
- SB 1524 (2023) expands services to include airfields, fencing, mowing, and other facility work.
- Jan. 25, 2023: Texas and the DOD signed a Program Proclamation that the state of Texas and the various branches of the military would work together to execute Intergovernmental Government Support Agreements (IGSA).
- Projects are implemented by executing an Advance Funding Agreement between TxDOT and the associated installation for the project site.
