State Infrastructure Bank (SIB) application process
Project eligibility
To be eligible for State Infrastructure Bank (SIB) financing, projects must be eligible for assistance under United States Code Title 23 or Title 49.
Examples of common projects are below:
- Federal-aid eligible roadways
- Utility relocation or right-of-way purchase for Texas Department of Transportation (TxDOT) projects
- Local match for Title 23 or Title 49 projects
- On- or off-system bridges
- Transportation alternative projects
Eligible uses
- On or off system construction or reconstruction
- Right-of-way acquisition
- Utility relocation
- Engineering and design
- Local match
- Joint bid utility relocation
- Contingency for rising costs or potential overruns
- Inspection and construction engineering
- Financial and legal fees incurred during the course of the SIB loan application and loan agreement
Funds not used for the eligible use for the project must be returned upon project completion.
Federal aid eligible roadways
On- and off- system roads that are eligible under federal highway programs are eligible to use the SIB. To be eligible, roadways must be functionally classified above a rural minor collector.

Utility relocation or right-of-way purchase for TxDOT projects
The SIB can be used for any required utility relocation or right-of-way (ROW) purchase for TxDOT projects. Eligible costs include:
- Estimated utility relocation or ROW cost
- Betterment
- Contingency
- Elective work, pending TxDOT review
Additionally, if an applicant is providing the funds to TxDOT for their contribution for a utility relocation (joint bid) or ROW purchase, the SIB can be used to meet that obligation under the advance funding agreement.
Elective utility relocation: the SIB can only be used for elective utility relocation work (not required for a TxDOT project) if that utility relocation work is being done in conjunction with another eligible transportation project. The SIB cannot be used for a standalone utility project.
Local match for federal Title 23 and Title 49 funds
Local governments can use the SIB to meet a local match for any program under Title 23 or Title 49. This includes a match for any grant or category funds received for projects eligible under Title 23 or Title 49.
Additionally, local governments can use the SIB to complete a project that meets eligibility requirements under any program authorized in Title 23 or Title 49 but is not receiving grant funds.

On- or off-system bridges
The SIB can be used on any on-system bridge and any bridge eligible under the federal off-system bridge program.
Generally, any bridge on a public roadway in Texas is eligible to use the SIB.
Transportation alternative projects
Projects eligible under the transportation alternative set aside program are eligible to use the SIB.
The SIB can be used to meet the local match requirement if transportation alternative grant funds are received.
Additionally, the SIB can be used to fund all or part of a transportation alternative project that did not receive grant funding but was eligible under the program. TxDOT will need to confirm eligibility of the project.
